Why do systems need re-balancing? Shouldn’t they just operate as designed?

Mechanical systems rarely operate as designed on paper due to variations in climate, pressure, and occupancy, or due to installation deviations. Periodic recalibration of existing building systems is necessary to maintain optimal performance.

Can't my in-house facilities team perform the testing and balancing?

Testing and balancing of large/complex systems is highly technical and time-consuming. It requires specialized training and equipment.  In addition, specific building codes and standards require certified technicians.
